We should round them all up at once, in the dead of the night, with no warning and catch as many as we can in one swoop. We hold them and try them all individually based on the available evidence and issue stiff fines depending on the severity of their offences. No prison except for the very worst cases, those with ‘blood on their hands’, the rest get fines.

We send out a very strong and very sharp message that we no longer tolerate it and back that up with proactive action against offenders.

Civil society as a whole needs to support this action if it is to succeed.
