Looks like someone has been reading Peter Barnes’ wonderful “With Liberty and Dividends for All.” It would be even more impossible to change if it went to all Americans. It wouldn’t take much from the rest of us and would eliminate the ‘class-war’ BS that deniers will trumpet. The idea of a tax on harmful stuff that then goes to the people not the government is a wonderful idea.
