I haven’t seen Vol. 2 yet, (and you probably haven’t either) but giving a bad guy a corny sob story to explain their actions is not the same as creating a well developed villain with clearly defined and logical motivations for their actions in the present.

The Dark Knight’s Joker, for example, talks about his scars as a way to make an intentionally mockery of the idea that he needs a backstory to be understood. And yet, through his conversations with Batman and through Batman’s conversations with Alfred, the audience gets a good idea of what drives the Joker.
