As an university student in the US, I encounter these difficulties on a yearly basis; as of today, I have still not received the final award and disbursement of my Financial Aid. The brief window in which students can apply is restrictive, and the lengthy and often complicated process of reviewal and requests is quite daunting, even for someone who is very familiar with the process. Many universities have understaffed Financial Aid offices; at the end of the day, they are the ones who review your application and determine your eligibility and needs. I am positive that a larger staff and a more streamlined process can empower students to access the resources that are available to them in their pursuit of higher education. I am confident that the impediments can be removed or alleviated!
