The goal of our European Conference in Wrocław was to highlight the level of the cities as being responsible for the instrument of European Capital of Culture. The concrete consequence shall be a permanent office for the city level in a European city (which might be alternating), perhaps in cooperation with the Committee of the Regions.
I would not contrast this too much neither with Brussels, nor with the constantly developing vocational knowledge of “cultural capital makers”. These levels are important to us. And yet the cities need to be brought into the field as the “actual” stakeholders of the European Capital of Culture.
