No, use as a weapon requires no energy: if one can prevent radiation and kinetic threats, one can also yield and allow them as well.

Any idiot can call a law outmoded or antiquated: it takes tremendous forethought to envision the alternative. I prefer to follow the latter path, and fake websites selling space real estate to enrich a con man look nothing like it.

Note: I have openly argued against the space treaty with Mary Roach, who believes that human presence on Mars will forever poison the ability to detect life there. There is a wide variance of opinion on these matters, and one can be opposed to fraud while still promoting healthy developments in technology. Assuming I am an enemy of space development is a dire error on your part.
