Didn’t the Congressional Black Caucus and Black political leaders at all levels fully support the laws, or actually demand that the government do more to reverse the damage they saw occurring in Black communities? These were not policies foisted upon minorities, they were demanded by minority leaders. In retrospect the policies were misguided and crack babies somehow survived the experience. Legitimate fear over the long term impact of crack in Black communities drove those policies, not racusm.
