I was talking about the enormous power executive branch bureaucrats have to dictate policies citizens must follow and the reality that said bureaucrats are in no way accountable to the citizenry. The “costs” I mentioned as an example were the costs citizens and private sector businesses must absorb to comply with some of those regulations.
