Local coverage certainly helps, but I think the structural issue which most contributed to this result, and others like it, is the continuing impact of the British class system. I’m sure the UK has construction material standards, construction technique standards, building codes, fire codes, fire marshals, etc., but somehow, your leaders, even at the local level, find ways around them, with tragic results. Sadly the people who control the purse strings, who block funds necessary to improve safety, are seldom held to account, they just blame it on the people who they tasked with maintaining safety, but refused to fund their work.
