This assertion is simply inaccurate. The executive, legislative, and judicial branches have equal power. The issue you are grappling with is that congress, with exclusive authority over federal spending, can pretty much handcuff the executive branch at will, and they always hold inpeachment power, but it’s up to the repug majority congress to take the actions you want.
