So true. I am currently working with a municipality and one employee wisely said: Our problem is that we have organized ourselves for us, not for the costumer, in this case the people living in the municipality.
And when you do that nothing is designed for what the end-user needs and finds convenient, it is designed in a way that makes the work for the municipality the easiest.
Good news are, they are aware and trying to change that :-)
