Yes. Don't get me wrong. I would have been relieved if the vote has gone with Remain in favour, because still it would have been the case that people didn't get enough info (that government info leaflet, the Leave campaign peddling lies about Turkey joining etc would still have been there). The effects of Remain would not be the same for everyone. The relevant people would not all have been enfranchised. And Cameron still used the Referendum for his own political gain, probably emboldened by the way the Scottish referendum went. So, Remain would not have been the will of the people either. For it to be the will of the people, the 4 conditions would have to be fulfilled
