I think the main use-case is people who pay for the Creative Cloud subscription anyways (lots of people who need Photoshop etc anyway) and then it comes for free and seamlessly integrates with the other products.

But of course it’s entirely up to you to choose a free editor like Brackets, VS Code, Atom or a paid one like SublimeText, WebStorm, Dreamweaver.
