The only excuse “the powers that be” might have, for completely ignoring the moral implications of almost any of the recently divulged secret behaviour bombshells, like the “Tuskegee syphilis experiments”, is that “The end justifies the means”. (Wow, that must be some huge End!)
So, on a personal note what would make you decide that “The end justifies the means”? How situational are your ethics?
When we all personally answer that question daily, we will dissolve the issue of Inertia, for we will no longer participate in the schemes of the morally bankrupt. Or maybe we will?
