Conceptually I agree, but it take a lot of time to develop enough people capable to make radical change, to develop and implement new models and we can see in the Deep Learning book.

When I think about scale, I think in documenting and promoting the successful cases in a way they can be adjusted and replicated, with less effort than the first successful case.
