Among other things. border “walls” do not go down the middle of the river. They are built on the U.S. side, set back from the bank (it’s more complicated in places like El Paso, where the river is channelized via a concrete aqueduct and during much of the year goes through, well, a culvert).
And while it might actually be “better,” as Romm states, to simply take the “wall” money (which has not been appropriated, and likely won’t be) and build solar panels on roofs, that’s not going to happen. Well, actually it is, via tax credits for solar panels. But sure, raise the credits. Just don’t go on with the everyday-is-doomsday “ecological disaster” nonsense.
