100% agree with your assessment of the dynamics and constraints on Twitter that work against the efforts of users to create community. That being said, I don’t think the answer is to try to make Twitter into something it is not.

As others have noted, hashtags (and by extension Twitter Chats) get us a fair distance to what you’ve described, particularly if you engage in them via 3rd party app like TweetChat.com.

When we take things a step further and talk about extending character limits, changing which data is public vs private, and introducing moderation (aka corporate responsibility for what’s posted) we’re asking Twitter to be something other than what it is.
