Wow. Are these people living in a completely different universe. I am OUTRAGED by this “research” proposal. Reasons below, not necessarily related to each other:

1. The notion establishes a feudal underclass which WILL be abused by enforcers, providers and participants
2. So, I’m pretty sure Americans don’t like “socialism” … so are they aware this is what is being proposed? (for the record, I’m Australian we are less threatened about socialist societies)
