I personally feel like there is a step or two missing. I find that anger comes from frustration, frustration comes from expectation and expectation comes from unmet needs.

Breaking this down further, if we get angry at something, we’d need to look at what expectation there was for the outcome that didn’t happen. Address that expectation/need first.

Per the quote, “When a person’s speech is full of anger, it is because he or she suffers deeply. …” Why do people suffer? Usually because they have unrealistic expectations of themselves or others. Therefore, I do agree that self-compassion is necessary.
