I implement this on a new blockchain code (fairlayer), because it requires some new behavior supported by blockchain (debt enforcement). It is possible to do XLN on bitcoin by using a regular custodian balance, but the security would be much worse (it won’t be enforceable or even provable to a 3rd party if hub cheats on you)
