I would recommend you reporting the scam URL to Google SafeBrowsing (https://safebrowsing.google.com/safebrowsing/report_phish/?hl=en). You have to paste the scam URL and you have a comments box that doesn’t have text limits. Google actually cares about this service and the domain should be blocked in some hours (you won’t receive an email back, but you can test if the site was blocked by going to https://www.google.com/transparencyreport/safebrowsing/diagnostic/). Most navigators such as Chrome and Firefox use this API, so the amount of people able to access this page should decrease a lot. This API is also used in most social networking pages such as Facebook and Twitter, so it will be blocked there too.
