Just because the number of officers recovered and increased doesn’t mean that Stalin’s purge didn’t eviscerate the professional ranks of the Red Army. The purged officers were usually replaced by party hacks who could be counted on for loyalty, not their professional expertise. By almost every measure, Stalin was just as brutal a dictator as Hitler and later Mao. His treatment of his own citizens was brutal and even genocidal.
