That’s not Title II. That’s local franchise rules tied to wireline rights-of-way. Which, depending on the area, is a field tilted in favor of incumbents, or in favor of bureaucracy. If you’re confusing Title II with local franchise rules, first, stop. Second, I’m not arguing with you there, nor would Google, nor would Sonic, nor would anyone who has to build out wireline infrastructure because the last mile isn’t a solved problem.
