This might be a weird connection, but it reminds me of what I heard about Debtors’ Prison in 18th century England on a podcast recently. The person researching it talked about how it was fundamentally an interpersonal system of justice, with people sending other people to debtors’ prison whenever they decided to collect on debts and the other person couldn’t pay up.
