Gov. Rauner-

We write to ask that you publicly oppose the American Health Care Act. This bill is terrible for the nation and terrible for the state of Illinois. Your voice would be an important addition to the chorus of Americans — economists, medical professionals, and everyday citizens alike — who know the harm the AHCA would cause.

Your silence on the topic to date has been troubling. Now, as we approach the end game on the bill, your silence is simply unacceptable.

In particular, we believe the AHCA must be stopped because:

  • The American Health Care Act would strip $800 billion from Medicaid and give the vast majority of that money to people making more than $250,000 per year. The bill is a tax cut for the wealthiest people in the country, disguised as health care policy. Poor kids, people so sick they’re in nursing homes, and disabled folks rely on Medicaid, and we have no interest in abandoning them.
  • Illinois alone is expected to lose $40 billion in Medicaid funding, and 650,000 Illinois citizens would lose their Medicaid coverage. Because of Illinois’ “trigger” law, this loss of coverage would take full effect in 2020 rather than ramping down over the course of years.
  • At least 23 million people are expected to lose their health insurance coverage under the AHCA.
  • The bill allows states to stop protecting coverage of pre-existing conditions, women’s health, mental health, and substance abuse treatment. If insurance companies can make this sort of coverage impossibly expensive, it is the same as not offering the coverage at all. Removing these protections, even if they remain based on state laws in Illinois, will have disastrous impact on millions of families’ health and finances.
  • The AHCA was drafted in secret, and no meaningful public debate is planned for the bill. In contrast, when considering the ACA, the House held more than 75 hearings over the course of a year. The Senate held about 100 hearings and debated final passage of the bill for 25 days. This secretive rush is reckless, and it flouts the norms of transparency that help protect our representative democracy.

No political victory is worth the damage that the American Health Care Act would inflict on millions of people. We call on you to do your part to prevent this damage.
