This is a very sensible position you’ve stated, and I encourage the logic you have proposed.

Hiring to fill quotas is bad if all you are doing is hiring people who can’t do the work, but if those people hired to fill the quota have the requisite skills to do the job, then by all means, fill that quota, regardless who or what they are.
