What makes you think the caps won’t be raised as bps increases? Comcast has already raised its caps from 250 to 300 and now 350 GBm; AT&T has a 150 GBm cap for ADSL, 250GBm for VDSL 45Mbps, and something like 1TBm for FTTH. Crawford has always complained that the networks of today won’t support the applications of tomorrow, which is probably true; but you can say the same thing about the CPUs of today, and even the batteries. All of this stuff tends to move along at Moore’s Law rates, so unless there’s a hiccup somewhere I expect that to keep on happening.
And if your ISP was really an abusive monopoly (it’s not one under the definitions in US anti-trust law) the FCC could price control it.
