Context

In Brazil, the top universities are free. That’s right: students don’t have to pay a dime. But that comes at a higher cost — access. To get into a public university, students need to take an exam (similar to the SATs). What happens is that the more privileged you are (background in private education for middle and high school) more likely your are to guarantee your spot.
