What we found is that a nav element holds the same semantic meaning as a simple list, without the extra verbalizations on the screen reader. The blind users who participated in the test also chose the version with less verbalizations because it was simpler to hear and to interact. We didn’t observe any lack of value to the user when testing simple lists :)
