Critique of Buterin’s “A Proof of Stake Design Philosophy”

Great analysis on POS Tuur. I think you highlighted a lot of important issues here that I hope the Ethereum core team addresses. However I’m not sure i follow the logic here:

“ Or the attacker can strategically target a huge amount of users, making sure to only inflict a small amount of financial damage per user — so that the cost per individual to rally against the attacker is higher than the loss incurred by the attack.”

If there was an attempted 51% attack on the Ethereum network, wouldn’t the non malicious actors have a much greater financial incentive to stop this attack? If a successful 51% attack occurred, wouldn’t that effectively drive the price to 0? Correct me if I’m wrong about any of this.
