I have a short memory. During which presidency did the US decide we did not need to invest in space technology? Didn’t we decide instead that we should convert every third world country to instant democracy even though it took us centuries to evolve to it? The people were’t educationally or mentally prepared for it, nor were they financially set up to fund it. And nationalism across the globe has come about in large part because of Muslim terrorism whether you and others want to admit it or not. It is a protective measure for many. As for your reference to Gene Roddenberry you never mention his “Prime Directive” which was the guiding light to Star Trek and should be to the US and every first world nation:

As the right of each sentient species to live in accordance with its normal cultural evolution is considered sacred, no Star Fleet personnel may interfere with the healthy development of alien life and culture. Such interference includes the introduction of superior knowledge, strength, or technology to a world whose society is incapable of handling such advantages wisely.

Star Fleet personnel may not violate this Prime Directive, even to save their lives and/or their ship unless they are acting to right an earlier violation or an accidental contamination of said culture.

This directive takes precedence over any and all other considerations, and carries with it the highest moral obligation.
