If you’re referring to how people collectively discuss an issue (because they have the internet that allows them to), then yes it’s right to prevent bad intentions. If someone is waving a gun around, the police should prevent them. You don’t have to wait for them to shoot someone. Intention is still a crime, such as attempted murder
