Im not sure how any of this is related to “multi-repo” vs “mono-repo” at all.
All it tells my is you set up you individual repos extremely poorly if a fix for it was combining them all into one repo, maybe that tool you use would make having submodules problematic, but from what i can see there’s no reason that would be the case…
