Jefferson also said “Romans by the spirit of their people, took care to put into the hands of their rulers no such engine of oppression, as a standing army.” He looked at what England did, and what France had just done and what every tyrannical government has done throughout Europe and saw a standing army was what a tyrant used to brutalize people. His goal with the 2nd Amendment was to give that power to the people and “to make every man a soldier, & oblige him to repair to the standard of his country” in case the state needed to be defended.
Which is why when Madison originally wrote the 2nd Amendment, this is what he specifically included: “a well armed, and well regulated militia being the best security of a free country”
Their intent with the 2nd Amendment was to not infringe upon the right for the protection OF the state, not protection AGAINST the state. Our protection against the state was in the prior Amendment.
