You are right on the analysis of the numbers. There are a few countries that are breaching 7% as I type (Belgium, Ireland and Romania) but most seem not that engaged. The chances of 7 countries reaching the threshold are slim.

It seems to me that there is so much that could be done right now to stop Brexit that this is an unnecessary distraction. Though, as you say, if all the other issues that it is causing won’t stop Brexit, I doubt this will have any impact at all. For those of us who live in EU27 countries, maybe our time would be better spent complying with the administrative requirements for residency and getting our paperwork in order for our next, non-EU citizen residency applications — or, if we really want to be European, our applications for citizenship for the country we live in.
