All of the Confederate states issued Articles of Confederation and while they had various complaints against the US Government, the one common plank was a defense of slavery. After the war ended some southern states still resisted giving up slavery but it was made clear to them that if they wanted Washington to support reconstruction in the South that slavery would not be tolerated.
