Unfortunately, immigration is made into competition. I’ve met immigrants who hold it against “illegals” and refugees that their own process wasn’t a piece of cake. It’s indeed a congested system, if somebody gets priority, somebody else is slowed down. If there are rumors about an amnesty for undocumented people, employment based applicants feel insecure they will be moved down in the queue and get significant delays, which makes them angry. Spouse immigration is considered “easy”. Everybody feels they are “more deserving”. US citizens might be ignorant but there are probably no bigger immigrant haters than other immigrants.
