Right, those look like the hotels which were supposed to be finished in 2015, but instead are “under construction” (the cranes, probably, sitting there since 2014).

I don’t argue that they didn’t have a permit (I said they already should’d had it in 2015, probably issued somewhere back in 2013–2014, or even in 2012 — I have no time to search now, it seems it’s for a site, not every building).
