Not voting for the cigarette tax because it is regressive is nonsensical. The primary purpose of the cigarette tax is to discourage smoking. It totally defeats that purpose if you put the tax on someone other than the smoker. Allocating the money is less the purpose than because you have to do something with the money raised so why not address the problems caused by smoking.
