Could the worlds’ governments devise a program to reduce our use of fossil fuels, like with the “Manhattan project” that the U.S. used to create the atom bomb in 1943?

Renewables like roof top solar panels and wind generators are increasing and should continue to be installed, to provide electricity to consumers. The new Hydrogen deposits we found in 2023, can be focused on selling to large volume users, with easy to reach distribution points such as airports, shipping terminals, and power generating stations that burn coal and gas. That would provide revenue to finance the development of this important energy source.

First stage

Assess a fee per barrel of oil, to pay into a fund (i.e $10 -$15) per barrel for a mitigation fund (MF)to apply to clean/cap/cover abandoned well sites. NOTE: $10 per barrel charge on the 108 million barrels we use every day would generate $394.2 billion dollars for the MF Per year.

Begin atmospheric distribution of aerosols over the polar region to reflect sunlight during the Summer side of the equator, enlarging the area as the residual amounts increase, paid in part by MF. Temporarilly stopping the heat damage immediately, will help eliminate billions of dollars of annual storm damage and flood losses and prevent emissions from previously sequestered sources from being released as…
