This isn’t how I’m reading the reports I’ve seen on the Explore feed, such as this one https://techcrunch.com/2017/10/18/facebooks-discovery-focused-explore-feed-hits-the-desktop/. It sounds to me like it’s helping you discover other pages you might want to like and that nothing (pages or people) that you are currently connected with appear there. Do you have a different source? I want to make sure I understand how it’s going to work because it could have huge implications.
