I am a bit confused about what you call the Iceberg Syndrome:
(1) how do you determine which information is important to users? As in your example, in this case it was information of the city the user was looking for, but it could have been something else.
(2) Isn’t all information (potentialy) important to users? Otherwise it probably shouldn’t be on your page in the first place.
Rather than basing yourself on the page fold I would think it’s more important to place “scented” links near similar content. If the user is interested in that content, he might also be interested in following those links.
