I think what a lot of people don’t understand is with UWP it’s write once, run everywhere. This decouples Windows Mobile app availability/development from Windows Mobile handset sales/user base. More importantly it allows Windows Mobile to stay relevant despite low sales due to the growing library of apps.
As Apple has shown with MacOS, apps make a platform, not sales or userbase per se.
