IMO this is a very bad idea because:

1° It is so easy to get round that those it targets will avoid it in a few days. The victims will be mainly people who are there for something else, especially people who occasionally come to LA.

2° This kind of mail may have disastrous consequences on people’s privacy and even professional life, not only for men falsely accused to visit prostitutes, but also for women who might be falsely accused to engage in prostitution. I’m not an American and I don’t know American laws. However, I suppose that the city of LA is exposed to serious prosecution for malicious accusation…
