I’m not sure what makes the Energy Secretary qualified to comment on transgender rights. Perry’s statements are further evidence of the Executive Branch failing to follow established protocols. Before announcing such a ban the administration, at the very least, should have consulted with the military, Congress, and experts on transgender issues. Comments made by members of the Executive Branch about the necessity and/or cost of gender affirmation procedures evidences their lack of knowledge on these issues.
