Not sure, I think there is a chance that even without heavy handed statism, the transparency and market based setup in Singapore could be copied. Sean Flynn speaks about this in depth.

In fact, we do have one sector of the medical profession in the United States that has managed to control the cost curve through free markets — elective cosmetic surgery. Now, this doesn’t address social safety nets, but even those are going to be more effective if the market is driving costs down.
