I’ve wondered about this. During the iOS 10 betas, a lot of the Photos learnings has to start over for example. I wonder if they can simply encrypt the ‘brain’ before it makes its way to iCloud, even if just for users with 2FA enabled. I really don't want to start over if I lose my iPhone/iPad/Mac or buy a new one.
