I think you mean “real Wiccans,” not witches. Witches come from traditions and religions all over the world, most of which do not have a proscription against doing harm in the name of justice. However, I’ll also note that there’s nothing against binding magic in the Wiccan practice, as it’s considered a form of white magic and is not harmful.
