I see one problem with this.

Creating a payment promise is an off-chain operation. It requires knowledge of the parameters used to open the payment channel and the private key of the sender to sign the promise, but does not interact with the blockchain. The only on-chain transactions in the model presented in this article are the sender opening the channel, the recipient closing the channel, and the sender expiring the channel (and only one of the latter two transactions occur for a given payment channel).
