So Comcast (a major ISP) has to give its customers the same bandwideth to sites that use AT&T or Verizon as their ISP as sites that are Comcast customers.
I’m not sure if this is a misunderstanding of net neutrality of just clunky wording but it is an inaccurate statement as written.
Each ISP negotiates the bandwidth capacity of each interconnect they have with other ISPs on a case by case basis. Net Neutrality rules have never covered interconnect capacity (bandwidth) requirements between ISPs. (They do prohibit blocking and throttling.)
As a result, the bandwidth available is different for each interconnect. That makes it impossible for any ISP to ensure their customers have the same bandwidth to content hosted by other ISPs.
